No. The food for thought had only been for the follow-up part. It was dropped.

Shall we say something about it? Subcommitte A is about to start. I'd 
prefer the version 2, without the text in brackets.

We also completely missed this one - it was not in the first version:

The revised language they now have looks like this:

[8A	ICTs are effective tools to promote development,  peace, security, 
stability, to enhance democracy, social cohesion, good governance and the 
rule of law. They can be used to promote economic growth and enterprise 
development. Infrastructure development, human capacity building, 
information security & network security are crucial to achieve these 
goals. We recognize the need to confront effectively challenges and 
threats resulting from the use of ICTs for purposes that are inconsistent 
with objectives of mainstreaming international stability and security and 
may adversely affect the integrity of the infrastructure within States, to 
the detriment of their security, as well as for criminal and terrorist 
purposes, while respecting human rights.]

They still have it in brackets and have to come back to it later in 
Subcommittee B. Don't know if there will be another meeting of the 
subcommittee today - lack of interpretation etc.
