i mentioned our written intervention and got several positive reactions afterward, but mainly from CS people, Council of Europe, and Norway.

Whats special about this forum ?

Can provide analysis across existing issue specific policy arenas. 

The forum is a child of the WSIS commitment to use ICTs to promote UN MDG and HR.  In other words it entails a commitment to advance the issues raised during the WSIS process and spelled out in the political documents from Geneva and Tunis.  

One of these issues is HR compliance of IG mechanisms.
Another one is promoting an info. Society which actually enhance HR protection at both national and international level. 

What the HR Caucus would like to see advanced through the IGF is:
A human rights based approach to internet policies. 

HR as the baseline for assessing internet policies and practices at national, regional and international level.

Concerned with a number of policy developments related to internet policies: most obvious in the field of privacy and foe. 

Privacy: war on terror / cybercrime: privacy standards under strongest pressure since their adoption

FoE: from outright censorship to more subtle measures such as self-regulation etc.

These issues are not easy ! but they are crucial for an information society respectful of HR.

Study / WG: How HR principles, as laid down in international HR law, translate into IG mechanisms, how do they translate into concrete policy recommendations. which protect and uphold HR such as freedom of expression. This work should involve relevant UN bodies, not least the office of the high commissioner for HR. 

Study / WG: privacy impact assessment of regulation in the field of cybercrime and counter terror to evaluate its compliance with HR privacy standards and data protection guidelines. This work should involve the global network of privacy commissioners, and could feed into ongoing considerations for an international legal framework for privacy protection.
