Colleagues,
My name is Dieter Schelling. I am a Rural Transport Specialist working at the World Bank. I am also the anchor of the Rural Transport Thematic Group of the World bank.
Here my comments to the documents provided:
Stakeholder Chart: The chart is good but needs to mention the Ministry's of Health and Education (or their departments at local government level). The delivery of health and education services depends very much on a functioning rural transport system. This both in terms of provisions to the facilities, such as doctors, teachers, drugs, teaching material, salaries, suppervision etc., as well as access by the population to these facilities.
Methodoloy to involve all stakeholders: This must be done in the form of appropriate workshops and fora at the various levels. The best tool to ensure stakeholder involvement, in my view, are regional or district development plans or transport master plans. These must be prepared in an iterative bottom-up and top-down process concidering national rural development and transport plans. The RTTP (Africa Rural Travel and Transport Program) has developed tools for rural transport policy development. Such policies must address rural transport services.
Conditions that influence the development of rural transport services: This is the crux of the matter. We need to understand the factors that promote RTS and those that impede. Out of these we must identify those that Government (or donors) can influence and those which they can't. It would be very usefull if any of you had good examples of interventions that actually worked and produced results in terms of improved RTS.
