I would like to complement on what Dieter Schelling has said on the
methodology to involve the stakeholders.

Preparation of a Transport Master Plan is indeed a very good exercise to
involve all the relevant stakeholders. We have very good examples from
Nepal in this context. However, it sould be noted that this is a
rigorous task and a lot of technical input is required in order to get a
good quality master plan. The World Bank is implementing a Rural
Infrastructure Project for which the District Transport Master Plan was
one of the preconditions for the districts to qualify for this project.
I was involved in the preparation of the District Transport Master Plan
for one of the districts.

There are certain manuals prepared for the preparation of such master
plans in Nepal.
