I think TOny James from the world poses a real intersting issue, worth discussing. He is involved with WB rural transport projects in Latin America, as a Task Manager.  

How to go about it?

By the way, I ment "ethnics"... not ethics... Why I mean is that under a certain cultural environment, the race of the people and how they act, may be critical.

For instance in my home Colombia, people from certain regions are "starters", "entrepeneurs", etc, while people from other regions are "shy", quiet, laid back, etc.
And this may have a lot to do with all we are talking about, regarding the TRS situation for success.
