Dear Participants

Welcome to Week 3 of the email discussion on rural transport 
services.  The authors' introduction to this week is being sent to 
you by separate email.  We look forward to your responses to the 
questions they are asking - this time about what can be done in 
situations with relatively favourable conditions.  

Because of the disruptions of last week we extended the Week 2 
discussion till tonmorrow.  So if you have something more to say 
about the topic for week 2 don't hesitate to send in an email.
