FW: [rts] Success - Northwest Zambia

I would be interested in learning more about the Northwest Zambia example
referred to by Paul Starkey (box 10 p 27 of the Local Transport solutions
paper...)The last reference is dated 1994 - what's happened since then? Is
the project still going on? Were farmers ensured of a continuous supply of
both carts and credit? Was  the higher density of transport induced by the
intervention sustainable?   Has this area now acquired characteristics of
the high-density situation? What were the implications for policy and for
scaling up the intervention?  What were the constraints (if any) for taking
these on board and acting on them?
