Thank you for the information on the questions on the Northwest 
Zambia example. As often is the case,  new information raises 
even more questions..and I for one would like to see a full case 
study developed.  The example illustrates also several general 
points relevant to this discussion, including the need for  a holistic 
approach, the importance of the different components of  a strategy 
of promotion (production capacity, credit etc) and the the strong 
influence of the external environment on the sustainability of 
interventions, particularly in low density situations.  Since low 
density situations are likely to represent areas where there are 
large numbers of the rural poor, I wonder what other implications 
there could be at the local and at the policy level for greater equity,  
in transport provision?  I hope other participants would like to share 
some of their thoughts while we are waiting for the first draft of the 
full paper from the authors.
