[rts] Draft paper - "On the move in rural areas"

Dear colleagues

As promised, and with apologies for being a few hours late, here is 
the draft rural transport services paper.  It is called "On the move in 
rural areas" and is in pdf format.  We hope you won't have any 
problems accessing it with the acrobat reader - however, if you 
cannot access it please send me an email on 
priyanthi.fernando at mcmail.com and I will be try and send it to you 
in another form.

Meanwhile the Week 3 summary of the email discussion has been 
sent to you by separate email.  It marks the end of the structured 
email discussion. 

We hope you will take time to read "On the move.." and that it will 
stimulate new thoughts and ideas.  We look forward to further 
comments to the list once you've read it.
