[rts] Comments to "On the move in rural areas"

Dear members of the discussion group,

I am sending attached comments to the first draft of "On the move in rural
areas".   Also I attach the text only (to include the annexes would be too
bulky) of one of the companion papers (Design and Appraisal of Rural Transport
Infrastructure) which is in the process of being published.  This for the
authors to ensure  similar structure and proper cross-reference.  As you may
note, in the Design & Appraisal paper we refer to your paper as titled
"Promoting Rural Mobility".  Since the Design & Appraisal Paper will go to the
printer, we need to agree on this proposed title change fairly soon.
