may need world examples is "Applications and Content" - if people cannot
understand the information then there is no point. Also, universal access is
very important, so are financial mechanisms such as finaicing telecenters
through partnership between government, private sector and civil society to
ensure sustainability.</FONT></DIV>

the key issues is "sustainability". </FONT></DIV>
