** Job Summary<BR>
<BR>
Working under the guidance of the Manager, telecentre.org, the Senior<BR>
Program Officer will develop, monitor, manage, and evaluate projects<BR>
with telecentre networks and other telecentre.org partner organizations.<BR>
The portfolio of projects will include investments in partners who are<BR>
helping to deliver and support telecentre.org's global online strategy.<BR>
He or she is able to sign project approval documents up to $50,000 and<BR>
takes the lead on a portfolio of 10 - 20 projects.<BR>
<BR>
In addition to leading the development of projects, the Senior Program<BR>
Officer will also play a role in developing the telecentre.org community<BR>
- overseeing partners involved in the delivery of telecentre.org online<BR>
services, identifying and liaising with new online service and content<BR>
partners and organizing training workshops and events that encourage<BR>
participation in the telecentre.org 'online ecosystem'.<BR>
<BR>
telecentre.org is a collaborative initiative of IDRC and Microsoft<BR>
Community Affairs. The primary aim of this initiative is to build the<BR>
capacity of telecentre operators and others who are using technology to<BR>
strengthen local communities. This goal is being pursued through<BR>
workshops that share and generate knowledge; projects that develop and<BR>
test innovative ideas for telecentre services; and activities that build<BR>
the strength of telecentre networks.<BR>
<BR>
* Scope of job<BR>
<BR>
Within the telecentre.org program lead by the Manager, the Senior<BR>
Program Officer is expected to:<BR>
<BR>
- play a key role in the development of the telecentre.org online<BR>
community, leading and overseeing the work of partners who are<BR>
delivering our online services;<BR>
- manage a portfolio of projects that is focused on the delivery of<BR>
telecentre.org's online strategy;<BR>
- encourage partners to work with each other on the delivery and sharing<BR>
of information using telecentre.org's online systems;<BR>
- organize and lead workshops for partners helping to deliver on the<BR>
telecentre.org online strategy;<BR>
- draw attention to new developments in the telecentre and community<BR>
technology fields;<BR>
- be entrepreneurial in identifying additional sources of funding for<BR>
Centre-supported projects.<BR>

* Candidate Profile<BR>
<BR>
- deep understanding of how online communities work and demonstrated<BR>
experience playing a strong role within an online community project;<BR>
- demonstrated community and project development skills, with a clear<BR>
track record helping communities turn their ideas into concrete projects;<BR>
- experience and contacts in the telecentre, community technology,<BR>
online community or ICT4D fields;<BR>
- ability to communicate effectively, in a wide variety of cultural<BR>
settings and in different contexts;<BR>
- sensitivity to the importance of gender equity and related issues;<BR>
- ability to work as a member of multi-disciplinary teams;<BR>
- ability to plan, organize, coordinate, and negotiate under pressure;<BR>
- excellent analytical and writing skills;<BR>
- proven administrative and problem-solving skills;<BR>
- facilitation skills would be considered an asset.<BR>

* Duties or Responsibilities<BR>
<BR>
Project Development (35%)<BR>
<BR>
- assesses proposals, including conceptual, methodological, operational,<BR>
evaluative, and financial aspects;<BR>
- identifies and develops research proposals in accordance with Centre<BR>
policies;<BR>
- incorporates, at the project design stage, plans for<BR>
dissemination and utilization of project learning and results;<BR>
- explores the potential for support and participation by the Canadian<BR>
research community;<BR>
- develop partnerships with other funding agencies to support project<BR>
activities;<BR>
- negotiates with partners to ensure that the results of their projects<BR>
are widely shared;<BR>
- prepares project documents for approval.<BR>
<BR>
* Project Management (30%)<BR>
<BR>
- manages, in consultation with the Resources Branch staff, the<BR>
preparation of contracts and grant letters, material purchases, travel<BR>
arrangements, analysis of financial statements, adjustment of budgets<BR>
and schedules, and project closures;<BR>
- provides supervision, including analysis of interim reports,<BR>
participation in workshops, literature searches, identification and<BR>
administration of resource persons/consultants in support of projects;<BR>
- reviews final project reports of research results, and negotiates<BR>
revisions and/or additional research requirements;<BR>
- assists in coordinating the research activities of collaborative<BR>
projects between Canadian and developing country researchers;<BR>
<BR>
* Program Development (10%)<BR>
<BR>
- works and contributes within the telecentre.org team structure<BR>
that guides the formulation and development of the telecentre.org<BR>
program strategy and related project portfolio.<BR>
- may be required to take on special assignments and more<BR>
frequent interaction with senior team members around program development<BR>
issues.<BR>

* Project Evaluation (5%)<BR>
<BR>
- plans and manages project evaluations;<BR>
- prepares project completion reports.<BR>

* Centre-wide Collaboration (10%)<BR>

- participates in regular telecentre.org meetings, and when required in<BR>
other ICT4D, Programs Branch and Corporate meetings and committees;<BR>
- collaborates with the Regional Directors and the regional office<BR>
program staff in the identification and evaluation of emerging and key<BR>
development trends and priorities in a particular region;<BR>
- collaborates with colleagues in Ottawa and the regions in connection<BR>
with the portfolio of projects in the identification and evaluation of<BR>

Research Utilization (closing the loop) and Centre Representation (10%)<BR>
<BR>
- assists researchers in writing, editing, and publishing research results;<BR>
- participates in public meetings and workshops<BR>

* Job Knowledge<BR>

Education - PhD or equivalent or a Masters degree in a related field or<BR>
equivalent experience.<BR>
<BR>
Experience - Three to five years of related experience working including<BR>
significant involvement in or research on online community projects.<BR>

* Supervision<BR>
<BR>
The Senior Program Officer may supervise Project Officer(s), Research<BR>
Officer(s), Professional Development Awardees, Centre Interns and Summer<BR>
Students. He/She may also supervise Administrative and support staff.<BR>
He/She will indirectly supervise Staff from the Resources Branch.<BR>

* Travel<BR>

This position requires travelling up to 50 days per year.<BR>
