Yes, ethics needs a separate statement.  Simply to be tagged on to one or two 
themes/programs is insufficient.  Ethical considerations should be operative 
in all portions of the declaration of principles and the action plans and it 
should be said openly.  Otherwise, other benchmarks become more important such 
as efficiency, profit, etc
