Did you specifically ask me to respond?  If so, then I apologize if I
did not.  Please send me the proposal again, and I will comment on it.

In general, I think that broadband internet access is less important
than having freedom to control our computers and cooperate in a
community.  For instance, computer users should be free to share
software and other interesting information.  If broadband means we can
share files, then I might want it.  But if it is only a way to
download movies and music in patented, secret formats, formats that
only user-subjugating software can play, I would say "no thanks".
