the unprecedented progress in the economic front and the fast rate of
technological change we, at the same time, witness poverty, war and
conflicts, natural disasters, mental illnesses, and social
instability. All of this in an environment where governance at the
global level is into question and development outcomes have not yet
benefit the majority of the world population. </FONT></FONT>
</P>
<P ALIGN=JUSTIFY STYLE="margin-right: -0.28cm; text-indent: 1.25cm; font-weight: medium; line-height: 0.42cm">
<FONT FACE="Trebuchet MS, sans-serif"><FONT SIZE=2>Certainly a world
of contrasts and great asymmetries: major material and technological
progress without the enhancement of social responsibility so inherent
to social change. A major question is how to guarantee that human
progress of all forms will be inclusive and that will embrace human
and ethical dimensions so socioeconomic development yields the right
outcomes for all.</FONT></FONT></P>
<P LANG="fr-FR" ALIGN=JUSTIFY STYLE="margin-right: -0.28cm; text-indent: 1.25cm; font-weight: medium; line-height: 0.42cm">
<FONT SIZE=2><FONT FACE="Trebuchet MS, sans-serif">The Summit of the
Information Society, although in spirit fully committed to the
progress of humanity, lacks an equal commitment to universal
humanistic values and a global social ethics. Real social and
economic change cannot be solely the result of finance/economics
and/or the propagation of technological change. We must know why
information is important, what information is needed, who is to
benefit from this information and the implications the information
will have in terms of value creation and human betterment. These are
not economic questions but ethical and moral ones. <SPAN LANG="en-US">“solutions”.
This is why the purpose of this panel will be to explore the linkages
between ICT and the concept of a global social ethics. </SPAN>The
aim is to bring to the fore front a missing component essential to
the Summit in Tunis, 2005. </FONT></FONT>

d’information est le lien culturel constitutif du tissu social
et la condition d’exercice des droits, libertés et
responsabilités. Sa réduction au simple transfert d’un
message a occulté sa dimension culturelle fondamentale et
l’ampleur du problème de sa gestion démocratique.
A cet égard, la notion de «société de
l'information» risque bien de constituer un "mythe
technocratique" ( D. Wolton) une illusion selon laquelle, la
richesse des moyens produit l'effectivité du droit, alors
qu'il manque sa dimension essentielle: la capacité culturelle
de communiquer. Le développement de l'information ne peut se
faire que par celui de la cohabitation culturelle, par la
valorisation de la diversité culturelle.</FONT></FONT></P>
<P LANG="fr-FR" ALIGN=JUSTIFY STYLE="margin-right: -0.28cm; text-indent: 1.25cm; font-weight: medium">
<FONT FACE="Trebuchet MS, sans-serif"><FONT SIZE=2>Le passage entre
une simple dimension d'un droit civil (la liberté d'opinion et
d'expression) et une conception plus exigeante d'un droit culturel
peut se faire par une interprétation de l'adjectif «adéquat».
Dans le cas du « droit à une alimentation
adéquate », le terme adéquat signifie d'une
façon générale une conformité à la
dignité humaine en ses diverses dimensions, notamment,
biologiques, sociales et culturelles.</FONT></FONT></P>
<P LANG="fr-FR" ALIGN=JUSTIFY STYLE="margin-right: -0.28cm; text-indent: 1.25cm; font-weight: medium">
<FONT FACE="Trebuchet MS, sans-serif"><FONT SIZE=2>De même,
pour qu'une information soit adéquate, il faut qu’elle
corresponde à la dignité du sujet exprimée en
ses droits : qu’elle lui permette d’exercer ses
droits, libertés et responsabilités. Cela implique
l’abandon du leurre d’une information neutre ou
transparente, au profit d’une conception clairement relative
(une information, même factuelle, n'est jamais neutre) mais
élaborée en fonction des personnes, dans le respect de
leur diversité culturelle, et avec des règles claires
d’objectivité (caractère vérifiable). </FONT></FONT>

l’organisation d’un «vivre ensemble» apparaît
comme particulièrement urgente dans la «société
de l’information». Ce texte se propose donc de contribuer
à expliciter les fondements du dialogue interculturel. Il nous
semble que l'élément central du dialogue interculturel
est le dialogue entre les différentes conceptions du monde. </FONT></FONT>
</P>
<P LANG="fr-FR" ALIGN=JUSTIFY STYLE="margin-right: -0.28cm; text-indent: 1.25cm; font-weight: medium">
<FONT SIZE=2><FONT FACE="Trebuchet MS, sans-serif">Nous pouvons
isoler trois réquisits fondamentaux pour ce dialogue
particulier qu'est le dialogue interculturel: la capacité de
s'exprimer, la capacité d'écouter et la capacité
de comprendre l'autre. Il semble essentiel de respecter la prétention
de vérité des interlocuteurs car sans la notion de
vérité, la notion de dialogue interculturel comme celle
de tolérance perd son sens. Il est très important de
laisser l’autre dire «ce que qu’il pense de
lui-même» et de baser le dialogue sur le raisonnement et
non sur les préjugés. Ceci demande principalement de la
«bonne volonté», en plus d’une certaine
discipline de parole et d’une disposition à remettre en
question ses propres idées, disposition qui permet de
comprendre des messages opposés à sa conviction
personnelle.</FONT></FONT></P>
<P LANG="fr-FR" ALIGN=JUSTIFY STYLE="margin-right: -0.28cm; text-indent: 1.25cm; font-weight: medium">
<FONT SIZE=2><FONT FACE="Trebuchet MS, sans-serif">Ensuite il est
indispensable de mettre en place quelques règles de base –
tel que le respect de la vie ou de la parole donnée –
qui existent dans toutes les croyances et les cultures.<SPAN LANG="fr-CH">
Sans ces valeurs, sans la possibilité d’une éthique
rationnelle, nous sommes condamnés au relativisme et donc à
la perte du sens, voire à la disparition «dans un monde
où le relativisme est vrai, il n’y a pas de place pour
son affirmation, car si le relativisme cognitif est un non-sens le
relativisme moral, lui, est tragique. Sans l’affirmation de
principes absolus (…) aucun discours rationnel ne pourrait
être tenu» ainsi que l’affirme la Commission
Mondiale de la Culture et du Développement.</SPAN></FONT></FONT></P>
