analysis<BR><BR>-----------------<BR><BR>INVITATION<BR><BR>In 2002-2004, the
Gender and Water Alliance will publish three reports<BR>on gender and
water/sanitation to advocate that governments make the<BR>water sector more
effective and socially equitable. <BR><BR>The first report will give an overview
and analysis of gender<BR>perspectives in country policies, legal and
institutional frameworks. It<BR>will be published in December 2002 and presented
at the World Water<BR>Forum in Tokyo in March 2003. IRC, International Water and
Sanitation<BR>Centre is coordinating the part on drinking water supply and
sanitation.<BR><BR>You can join in this activity by analyzing one or more of
your country's<BR>(or any other country's) official documents on the roles,
duties and<BR>rights of women, or women and men. The analysis consists of
filling in a<BR>list of seven characteristics in a pre-designed format and
sending this<BR>to IRC together with the full title of the document and copies
(either<BR>hard copies or typed into e-mail) of the pages on which you have
based<BR>your analysis. The documents should be the latest (most recent)
policy<BR>documents. If the texts are not in English, French or Spanish,
a<BR>translation has also to be sent. To avoid overlap, every
participant<BR>should first send the name of the country and the title of the
document<BR>to the IRC coordinator, Ingeborg Krukkert, <A
href="mailto:krukkert@irc.nl">krukkert@irc.nl</A> and not<BR>prepare an analysis
before clearance has been received. <BR><BR>In IRC, each contribution will be
peer reviewed and used for a state of<BR>the art summary and analysis of the
situation.<BR><BR>In exchange, for each contribution IRC will send you any
combination of<BR>its publications on water, sanitation and hygiene to a total
value of US<BR>$ 50 (Euro 57) free of charge. This includes postage by surface

NATURE OF POLICY<BR><BR>* The text mentions only the roles of women. This means
a WID<BR>approach is used, and not a gender approach, which would look at
women's<BR>roles, work and influence in relation to men's. <BR>* The emphasis is
on BETTER QUALITY PROJECTS (and so more<BR>EFFICIENCY AND EFFECTIVENESS) from
women's participation, especially in<BR>maintenance and quality of construction.
<BR>* While training and work as mechanics (mistries) for women is a<BR>new
gender role, caretaking of water points is a traditional women's<BR>task. It
would be non-stereotyped if men helped women to take care of<BR>hygiene at water
points. <BR>* Gender equity issues (the women will do extra work
in<BR>maintenance and caretaking, while the men will not do this or
compensate<BR>them) are not addressed.<BR>* A greater influence from women may
improve their gender<BR>positions, but this is not an explicit goal.<BR>* Issues
of social differences between women (= social equity) are<BR>not addressed. In
one case, a plea for prominent women to be represented<BR>on committees. Since
the meaning of prominent is not defined, they may<BR>well belong to the local
elite and have different interests from
