the best, and free-est, way to obtain all sorts of software is to do online
searches. You may not find the latest version of Photoshop (although, if you
look in the right places... ;) but you will find many many PC based packages
that will do the same job, and you won't have to pay £500-odd each. Try
tucows, cnet, etc for freeware and shareware, but otherwise go to google.com
and run searches on 'image manipulation freeware, shareware, software',
etc -- try as many variants as you can think of for each artform. I assure
you you'll be amazed by how much free stuff is available.
Or get into Linux and watch the world unfold.
