Felicitations!
je pense aussi que l'education aux medias est tres importante. Mais cette
expression is dificile a comprendre pour les gens au smsi qui ont la tete
pleine des 'technologies' - sorry I have to switch to english.
Three points I would try to reflect (in addition to what andy noted):

* media literacy education: you can refer to the unesco grunwald declaration
and Vienna recommendations (see quotes and references below), which assert
that critical media education is primarily for civic ends, rather than for
educating a workforce and creating more ICT consumers.

* I would suggest to make it a strong statement against the neo-liberal
paradigm that sees education as a 'service industry', knowledge as a
commondity and reduces people to the roles of consumers and workers.

* specifically, may try to point to the WTO- Hongkong ministerial meeting in
december that will try to push further the 'liberalization' of "services,"
including education (!)- as a bargaining chip to close the doha round of
negotiations on schedule. This will hobble education policies, including
anything affirmed at WSIS. Note that the WTO has no mechanisms for
re-regulating once an area is 'liberalized.' Impress on your audience to
encourage their ministers of economy who will go to hongkong to keep
education off the WTO table. Otherwise, their education policy hands will be
tied.

Maybe use a catchphrase? "Education is a human right, is not a service
industry. Knowledge is not a commodity."
