Taran,
I'm afraid that my knowledge WRT the Internet governance issues
in the Caribbean countries is rather limited, besides being
concerned by the stranglehold imposed by C&W in the English-
speaking Caribbean countries (and some from Central America
too, e.g. Panama), and the fact that a number of ccTLDs are
controlled from abroad (the University of Puerto Rico serves
as NIC or technical contact for many of them). 
However, WGIG seems to be intended to discuss the global
level issues (due to the inherently transnational nature of
the Internet). OTOH, I suspect --but would like your comments
on the subject-- that IG issues in the Caribbean do not
differ substantially from those in other third world countries.
