[Media Caucus] nominations and overpasses discussions

Hello All
Results of discussions at PrepCom 3.
Please note that as of next Wednesday and until the Summit, I will be
travelling and in irregular contact.
I look forward to seeing those of you who can make it, in Tunis.
For your information, the ITU Communications Section approached me at
the start of PrepCom 3 and requested assistance with negotiating a
civil society press conference. This request was made on the basis of
what was considered an unsatisfactory press conference at PrepCom 2
(Phase 2). That experience was recorded as breaching Palais des
Nations rules regarding Press Conferences. I undertook this role in
my capacity as your Chair, Chair of Content & Themes and Chair of the
Civil Society Bureau.
The press conference of today went smoothly and on that basis the
Media Caucus has been asked to manage civil society press
conferences, releases and scheduling at the Summit. I will negotiate
this on the basis of having administrative support from the Civil
Society Secretariat. There will be a one hour press conference on
each day of the Summit and twenty minutes of this will be allocated
to civil society speakers. There will need to be a system to ensure
equity among caucus's and newsworthy content.
It is already clear that demand from accredited civil society
organisations for press conferences will exceed the time available
for caucus's, working groups etc., within the official time.
Therefore, there will be another area where independent press
conferences can be conducted. There will be a press area that only
accredited members of the press will be able to access - so you may
want to consider being accredited as media - though the ITU is
'discouraging' dual registration unless you are actually covering the
Summit.
In the last moments of Sub-committee A of PrepCom 3 it is
inconceivable that it will not be adjourned to be reconvened later.
There are two options on the table - one a meeting in October in
Geneva or two a meeting in the few days before the Summit as we saw
in Phase 1 (only with some additional complications!!!). My bet is on
option 2. If you are interested in this, look out for tonight's
announcement.
Finally, it has been a pleasure to work with you all throughout these
past three years.
