I think it just needs some "building the house" effort on our part, i.e. 
getting to know the "new" CS participants that are joining the process, 
and starting to interact with them. If we are smart enough to take an 
inclusive approach, we can build a good group, that preserves our 
diversity while establishing a reasonable degree of coordination on 
practical / procedural issues.

Of course this doesn't work if we can't manage to make all CS 
participants feel at home.

In any case, I think that 3-minute rules or even some degree of 
"stakeholder cap" on interventions could be likely to be posed in 
Athens. I guess it will be matter for the "steering and programme 
bureaucratic committee" :-)

At the same time, I would be afraid of showing a sort of "soviet 
attitude", in that we have a sort of CS politburo agreeing on a formal 
statement that is "the voice of the people". Life is much better with 
diversity in it! We do need "CS decision making procedures" for 
procedural stuff (e.g., appointing reps), but I'm not sure we need them 
for content.
