[Mmwg] Suggestion for consultation

Bill and Jeanette's comments provide an excellent seed for conceptualizing the next task of this WG. If we can come up with specific proposals that would address these issues we could really win something, I think. I hope our actions are more timely than they were last time.

I couldn't agree more, Bill. It is simply not sustainable to combine a 
"one person - one voice" mode with a one Europe-one voice" mode. Either 
we solve this problem ourselves or the governments will impose new 
rules. I also don't think it is adequate to compare summit rules of 
procedures with those of somewhat loser structured consultations. We 
shouldn't draw wrong conclusions from this consultation. It is our 
responsibility to aggregate opinions, goals and interests to some 
degree. I don't say we should give only one statement but certainly less
than we did this time.
