Let me throw one more element into the discussion: if we want to
aggregate civil society voices, do we envisage a bottom-up type of
aggregation, or a top-down one? I mean, do we want to create a mechanism
through which as many people as possible agree to renounce speaking or
appoint delegates as long as they more or less agree on the content, or
do we want to force a "bureau-like" structure through which, no matter
what happens, one final "civil society opinion" will be approved by a
majority?
The first approach is more open and more flexible, but could prove
useless: what if all the people on this list agree and speak with one
voice, and then someone else from an NGO not on this list takes the
floor and says the exact opposite without having coordinated with
anyone, or perhaps even challenges the legitimacy of the previous
speaker? (Which is what happened at the WGIG with the PCT caucus
challenging the nomination process, and what happened yesterday in the
meeting with the EU, and a number of other times!)
