Egad, neither! I hope it never comes to that. 

I meant something much simpler, e.g., proposing some kind of protocol for balancing, alternating and adjusting the number of CS, Gov and PS speaking slots in plenaries. Hopefullly, in a way that does not do anything so severe as imposing "a "bureau-like" structure 
through which, no matter what happens, one final "civil 
society opinion" will be approved by a majority".
