I've seen me, Milton and perhaps others object to the term "programme
committee", and I still think that the "process not event" point is very
important to CS. As "steering" might not be acceptable to everyone as
well, perhaps Bill's "coordination"?
Moreover, it's the first time I see this proposal of two different
groups, I think it's too complex - I would stick to one group only.

Separately, I agree with Bill that there clearly is no consensus on
whether T&A exists as a separate stakeholder, so we should not take a
stance on that, unless we find a way to sort out some consensus.
