I would say the forum should be made up of 1 main group, stakeholders.
 I don't see the value in making distinctions.

I share Robert's reaction against membership criteria.

I don't think we need any accreditation or membership criteria. all
should be welcome at the table.

I am leery of the idea of voting as well.  Current IG mechanisms use
the notion of consensus.  I think this is the concept we should be
looking at as well for the IGF.

I think the space must be large enough to accomodate ALL who wish to
join the discussion.
