I agree with Danny and Avri in that individual users should be able
to participate in the discussions and/or consultations.
In the wsis process many groups were arranged on thematic issues -
youth, gender, indigenous peoples - just to name a few. These groups
contributed much to the CS process, and might also want to
participate in the IGF. They should be heard.... The mechanisms being
proposed now seem to make it harder for them to participate.
Might we want to introduce the idea of caucuses and working groups
from the WSIS and use them as a IGF mechanism for participation?
Might it be a possible compromise solution for individuals to
participate ?
As to what the names of the groups would be - WG & caucuses could be
structured around the themes that emerge for the IGF
