I did not write "by the Plenary", I wrote "by those who participate in 
the Plenary". It might be constituencies, it might be nominations, it 
might be a number of different ways. The idea is that there should be a 
direct relationship of trust and accountability between Bureau members 
and stakeholder groups, much stronger than the one you depict ("if the 
Chair doesn't satisfy everyone, people will stop to participate": which 
is dangerous for the less powerful groups, including civil society).
