Me too, but as far as I understand, the MAG is going to limit the number 
  and type of workshops that can be done under the IGF aegis in Athens 
(at least for practical reasons, but AFAIK there is also an ongoing 
discussion on whether and how to allow workshops not directly related to 
the main four themes, for example). So I assumed that the same could 
apply to working groups as well.

Also, a working group would be less useful if not formally part of the 
process. Like it or not, the "UN" imprimatur on results does count, even 
if they are non-binding etc. The case in which you are free to start 
groups but they are not part of the official program would be 
detrimental, I think.
