I don't think anyone's thought through all the ideas. I've a feeling 
(and i hope) we will actually work back to your suggestion about 
working groups existing as free standing parts of the IGF process. 
We are starting by thinking how to organize things for Athens, there 
are deadlines involved, so it kind of focuses discussion. But of 
course there should be online only elements (if people want them.)

You should be able to just propose the discussion, and have it in 
someway adopted into the IGF process. Will try to think how to 
propose it to the MAG, or you could write it up as a proposal here 
and MMWG could propose it?
