i think i agree with this.  there certainly is a difference between  
being a forum that

a. takes on one subject and worries it until it has understood every  
aspect of it and solved it before going on to the next topic
b. does 2 or 3 topics in this manner, though a little less so
c. has many working threads in smaller discussion groups and  
discusses in plenary any that have reach maturity for some definition  
of 'reaching maturity'

and i believe that discussing these and other options and the way  
that one would organize to do this is within the scope of modality.
