I am so happy that you keep the "denizens" under "close observation". Somebody has to take the lead and to shoulder the responsibility. 
 
BTW, how you are going to organize the "close observation"? And under which criteria you will move to "enhanced observation"? Or do you plan to develop a "new observation model", probably based on a "New Observation Protocol" (NOP)? What is the procedure for the development of the NOP? Is it done bottom up, transparent and democratic? Are all stakeholders involved? Who else is nopped? 
 
And I am also thankful that you promised to report back? When we will see the first report? Did you establish a Working group to prepare the report? Who chaires it? Who serves as secretary? Will there be sub-groups?
 
Many questions. Hope we will see the answers soon.
