Indeed, we should develop some more specific language to each of the six+ items. With regard to "human capacity building" I see this as part of development.
 
Key components of "development" with regard to IG could be, inter alia, 
* infrastructure development (from networks to hard- and software)
* services development (applications, content etc.) 
* human capacity building (developers, providers, users
* institution building (local private sector and civil society) 
* market development (local business models, creative financing)
* policy development (governmental strategies & regulatory frameworks)
* human rights protection (right to development, right to freedom of expression, data protection, privacy, right to knowlege, right to education etc.)

Since I'm new on the list, I don't know if details have been given about the
content of that priority. But the phrasing seems to me a bit vague, as
discussions on the IGC list on the right to development have proved. So I
suggest, if it's was not done in the intial proposal, that specific priority
sub-issues are identifies or that this priority is more detailled.

Another clear priority for LDCs is capacity building in relation to IG. We
have a lack of sufficient knowledgeable human resources. This reduces the
ability of those countries to have meaningfull participation in
decision-making processes and to promote progress.

I think there is also a priority in relation to the WSIS C2 Action Line
(Infrastructure and Communication infrastrucutures), for LDCs.
Interconnection costs and IG could be for example a priority.
