Midgard (www.midgard-project.org) is  used by well over 10,000 sites 
worldwide - so it has a great deal of functionality and can handle 
international characters (unicode compliment for the technical types).

I am in the process of migrating from Postnuke and tikiwiki over to 
Midgard, and would highly recommend it. It could be an - option - for 
the Wiki and other technical resources we have been talking about for 
the plenary, bureau and working groups.

Midgard fulfills two key requirements, that it be FOSS and be able to 
handle multi character sets (such as Arabic, russian, etc) .

Below are the set of steps I followed to install the program. Perhaps 
if others can replicate the results, then might I suggest we  - 
possibly - consider using it?
