[Privsec] ALERT: WSIS privacy; draft submission to Internet Governance Chapter

Hi all,

the WSIS Privacy & Security Working Group members currently here at the 
PrepCom in Geneva had another meeting this afternoon. We decided to follow 
a two-track strategy now on the Internet Governance negotiations.

1. We will develop suggestions for changing some language in the current 
Chair's paper. This will be pretty mild improvements, but we will use our 
informal channels and try to get this accepted by some governments (some 
from EU, Canada, maybe others).
Tapani is currently working on this and will send out a first draft later.

2. We will also submit a more radical version on behalf of this group. It 
will in most points be unacceptable to the governments, but we at least 
make a point and show how it could be. Then, we hope they accept the more 
realistic and smaller changes mentioned above as some kind of "compromise" 
position.
--> To the PSWG members: I have attached a first draft of this more 
radical statement. Please have a look at it and try to find language for 
the aspects I have commented on. Also try to polish language etc.
We want to make sure we have something to print out and distribute on 
Monday morning when they start in the drafting groups.

--> To Cedric and Barry: Can EPIC and ACLU beat the drum in this regard on 
the next few (!) days? We have distributed the Montreux Declaration and 
the letter of the "Berlin Group" to a number of government officials, and 
they were all quite impressed. So there is actually a chance now to get 
better privacy language into the Tunis than into the Geneva Declaration.
A major factor will be the U.S., as they normally oppose any mandatory and 
comprehensive privacy legislation. Therefore, we need some help from our 
U.S.-based friends. Maybe you even can get some attention from likeminded 
Senators etc. The head of delegation from the U.S. here is Ambassador 
David Gross. At the very least, they should not block anything that just 
"urges" governments...
