I've attached a draft of the "compromise" proposal.
I am not quite sure what would be the most effective way to use it,
however; it might be better to take it apart and feed the individual
suggestions piecemeal to various gov't delegations, so that they can
easier take various parts of it as their own. This needs some thought.
Also, I feel both of these could be more radical than they are now.
Not quite sure how though...
