One concrete point in particular: I would like some language saying
as explicitly as possible that in any intergovernmental arrangements,
whether bi- or multilateral, re cybercrime &c, any differences in
privacy protection should be solved in favour of stronger protection.

I.e., no personal data should be handed out from any country
to another without assurance it is protected at least as well
as the laws of the first country require; coordination of
cybercrime measures should never mean less privacy protection
for any country involve; &c.

I can't quite come up with suitable language, however.
Suggestions would be welcome.
