Hi everybody,

It is great to be in this interesting group. 
I come from Bhutan but currently I am working with a UNDP regional
programme as ICT Policy Spcialist.
Let me recap that the concept of telecentre was incubated during the World
Telecom Development Conference of the ITU held in Buenos Aires sometime in
1884. In its final declaration, the Buenos Aires Action Plan had a
component called "Programme 9 - Integrated Rural Development". Coined with
this Programme, ITU started implementing a number of pilot telecenters
around the world. Bhutan was one country selected in 1995 for the pilot
project and coincidentally I was its first National Coordinator. We
completed this Telecenter Pilot Project in 1996 or 1997 (excuse my memory).
I have some experiences to share about the success or failure of one of the
first telecenters piloted. 

Thank you Andy for this initiative and you certainly deserve our support
and cooperation to come up with something concrete.
