The new telecentre.org program I am heading up here at IDRC is looking
for someone to lead the implementation of our distributed, 
community-driven online strategy.

This is a great job: finding the people and planting the seeds that will
hopefully grow into a vibrant and resilient online ecosystem from the
telecentre movement. Alot of opportunity to learn, play and work with 
great people across the planet.

** Senior Program Officer, telecentre.org  (knowledge management)

Position Number: 694

Immediate supervisor: Manager, telecentre.org
Duration: 4 years

** Job Summary

Working under the guidance of the Manager, telecentre.org, the Senior
Program Officer will develop, monitor, manage, and evaluate projects
with telecentre networks and other telecentre.org partner organizations.
The portfolio of projects will include investments in partners who are
helping to deliver and support telecentre.org's global online strategy.
He or she is able to sign project approval documents up to $50,000 and
takes the lead on a portfolio of 10 - 20 projects.

In addition to leading the development of projects, the Senior Program
Officer will also play a role in developing the telecentre.org community
- overseeing partners involved in the delivery of telecentre.org online
services, identifying and liaising with new online service and content
partners and organizing training workshops and events that encourage
participation in the telecentre.org 'online ecosystem'.

telecentre.org is a collaborative initiative of IDRC and Microsoft
Community Affairs. The primary aim of this initiative is to build the
capacity of telecentre operators and others who are using technology to
strengthen local communities. This goal is being pursued through
workshops that share and generate knowledge; projects that develop and
test innovative ideas for telecentre services; and activities that build
the strength of telecentre networks.

* Scope of job

Within the telecentre.org program lead by the Manager, the Senior
Program Officer is expected to:

- play a key role in the development of the telecentre.org online
community, leading and overseeing the work of partners who are
delivering our online services;
- manage a portfolio of projects that is focused on the delivery of
telecentre.org's online strategy;
- encourage partners to work with each other on the delivery and sharing
of information using telecentre.org's online systems;
- organize and lead workshops for partners helping to deliver on the
telecentre.org online strategy;
- draw attention to new developments in the telecentre and community
technology fields;
- be entrepreneurial in identifying additional sources of funding for
Centre-supported projects.

* Candidate Profile

- deep understanding of how online communities work and demonstrated
experience playing a strong role within an online community project;
- demonstrated community and project development skills, with a clear
track record helping communities turn their ideas into concrete projects;
- experience and contacts in the telecentre, community technology,
online community or ICT4D  fields;
- ability to communicate effectively, in a wide variety of cultural
settings and in different contexts;
- sensitivity to the importance of gender equity and related issues;
- ability to work as a member of multi-disciplinary teams;
- ability to plan, organize, coordinate, and negotiate under pressure;
- excellent analytical and writing skills;
- proven administrative and problem-solving skills;
- facilitation skills would be considered an asset.

* Duties or Responsibilities

Project Development (35%)

- assesses proposals, including conceptual, methodological, operational,
evaluative, and financial aspects;
- identifies and develops research proposals in accordance with Centre
policies;
- incorporates, at the project design stage, plans for
dissemination and utilization of project learning and results;
- explores the potential for support and participation by the Canadian
research community;
- develop partnerships with other funding agencies to support project
activities;
- negotiates with partners to ensure that the results of their projects
are widely shared;
- prepares project documents for approval.

* Project Management (30%)

- manages, in consultation with the Resources Branch staff, the
preparation of contracts and grant letters, material purchases, travel
arrangements, analysis of financial statements, adjustment of budgets
and schedules, and project closures;
- provides supervision, including analysis of interim reports,
participation in workshops, literature searches, identification and
administration of resource persons/consultants in support of projects;
- reviews final project reports of research results, and negotiates
revisions and/or additional research requirements;
- assists in coordinating the research activities of collaborative
projects between Canadian and developing country researchers;

* Program Development (10%)

- works and contributes within the telecentre.org team structure
that guides the formulation and development of the telecentre.org
program strategy and related project portfolio.
- may be required to take on special assignments and more
frequent interaction with senior team members around program development
issues.

* Project Evaluation (5%)

- plans and manages project evaluations;
- prepares project completion reports.

* Centre-wide Collaboration (10%)

- participates in regular telecentre.org meetings, and when required in
other ICT4D, Programs Branch and Corporate meetings and committees;
- collaborates with the Regional Directors and the regional office
program staff in the identification and evaluation of emerging and key
development trends and priorities in a particular region;
- collaborates with colleagues in Ottawa and the regions in connection
with the portfolio of projects in the identification and evaluation of
emerging and key development trends and priorities in a particular region

Research Utilization (closing the loop) and Centre Representation (10%)

- assists researchers in writing, editing, and publishing research results;
- participates in public meetings and workshops

* Job Knowledge

Education - PhD or equivalent or a Masters degree in a related field or
equivalent experience.

Experience - Three to five years of related experience working including
significant involvement in or research on online community projects.

* Supervision

The Senior Program Officer may supervise Project Officer(s), Research
Officer(s), Professional Development Awardees, Centre Interns and Summer
Students. He/She may also supervise Administrative and support staff.
He/She will indirectly supervise Staff from the Resources Branch.

* Travel

This position requires travelling up to 50 days per year.

* Language Requirements:

Bilingual (English-French) at the following levels in the second
Official Language:

Oral Comprehension               B
Reading Comprehension            B
Oral Expression                  B
Written Expression:              B

Spanish would be an asset.
