I agree with Lucas.

I think also that there are other dimensions to this.

The one that I keep encouraging is an awareness of
the ICT design and development processes themselves.
Thus, in this context, we might encourage education in the use of
best / standard methods of design and development of ICT.

The issue, I feel, is that there has a policy gap between
how we want ICTs deployed and used and what needs to be
communicated to the community that actually develops them to achieve that.

It is actually more complicated than this if consider now that people 
without formal
training in design and development are now able to do a lot of
development themselves (e.g. microsoft access), sometimes with
bad consequences.

How do we deal with this in terms of education?
